TOM ROBERTS, DIRECTOR

Tom Roberts is a co founder of Asteros Advisers. Previously he was the national Head of BDO Consulting.


Tom is a qualified accountant and member of the Chartered Institute of Public Finance Accountants (CIPFA). Tom has extensive experience of working with the public and private sector on consultancy assignments. He has supported a number of high profile Public Private Partnership and transformation projects.

Tom has advised on a number of significant infrastructure projects over the years including the GCHQ New Accommodation Project; MOD's White Fleet PFI; London Fire's pathfinder vehicle and equipment PFI and the MOD's Naval Communications project. He has also led private sector bidders through the bid process on major projects including Babcock, Bilfinger Berger and Balfour Beatty.

He has advised on a number of public sector transformation projects including establishing new Non Departmental Public Bodies and has recently worked with the new Single Source Regulations Office (SSRO). Tom has also secured international projects based on the expertise developed in the UK, advising in South Africa and Malaysia on major infrastructure projects.

He has strong financial management consultancy skills and has led on a number of financial system implementations. Previously, Tom was the finance and resource director for Capita Advisory Services with a £350m turnover and put in place arrangements for improving the financial management of the division. This included implementing SAP projects and efficiency improvements.


He has a strong track record developing business cases, carrying out options appraisals and providing commercial advisory support to clients on major procurements. He also has experience of advising private sector clients on bids and has led bidders to success on a number of schemes.

Tom has spoken at conferences in the UK and abroad on infrastructure and Public Private Partnerships.  He has been a consultant for over 20 years and has significant experience based on a wide variety of projects from supporting Historic Royal Palaces on security and outsourcing through to writing the best practice procurement pack for private finance projects for the Emergency Services sector.
